CIR 2018/1624

European Commission Implementing Regulation (EU) 2018/1624 of 23 October 2018, laying down implementing technical standards with regard to procedures and standard forms and templates for the provision of information for the purposes of resolution plans for credit institutions and investment firms (“the CIR”), requires credit institutions to submit a number of templates (the “CIR Templates”) in 2019 based on data as of 31/12/2018. This implementing regulation repeals the Commission Implementing Regulation (EU) 2016/1066.

The Implementing Regulation governs the data banks should report and according to which specifications (“minimum procedural and technical reporting requirements”) it shall be delivered to National Resolution Authorities (NRAs). These specifications are part of the EBA’s “Data Point Model” (DPM), which contains all data definitions and validation rules required to submit the templates.

Reporting Requirements in 2019

Institutions should fill the CIR templates and submit them to NRAs, with the exception of the following templates, for which institutions are requested to fill the equivalent SRB template only, to avoid duplicate reporting:

Banks are required to submit the CIR templates to the NRA of the ultimate parent entity by 31 May 2019. The NRA will subsequently share these templates with the SRB. 

The SRB will receive the CIR templates from NRAs in Excel format in 2019.
