Appeal Panel

Following a public call for expression of interests published in the Official Journal of the European Union, five members and two alternates have to be appointed by the Board in its Executive Session for a term of five years each. Each term may be extended once.

Currently, the Appeal Panel is composed of:

  • Christopher Pleister (Chair)
  • Luis Silva Morais (Vice-Chair)
  • Kaarlo Jännäri (Member)
  • Marco Lamandini (Member)
  • Helen Louri-Dendrinou (Member)
  • Herbert Pichler (Alternate)
  • David Ramos Muñoz (Alternate)

Appeal Panel updates

As from 6 November 2015 until 24 October 2016, the Appeal Panel consisted of : Ms Hélène Vletter- Van-Dort (Chair), Mr Yves Herinckx (Vice-Chair), Mr Kaarlo Jännäri, Mr Marco Lamandini, Mr Christopher Pleister as members of the Appeal Panel, as well as Ms Helen Louri-Dendrinou and Mr Luis Silva Morais as alternates to the Appeal Panel.

On 24 October 2016, at in-person meeting held in Brussels, Ms Hélène Vletter-van-Dort resigned as Chair. The Appeal Panel elected Mr Christopher Pleister as the new Chair. At the same time, it was agreed that Ms Hélène Vletter-van-Dort would become an Alternate and that Mr Luis Silva Morais would in turn become a Member.

On 26 March 2018 and with immediate effect, Mr Yves Herinckx, resigned as Vice-Chair of the Appeal Panel. Until a new member or alternate of the Panel was appointed, Ms Helen Louri-Dendrinou served as a member of the Appeal Panel.

On 17 April 2018, at an in-person meeting in Brussels, the Appeal Panel elected its Member, Mr Luis Silva Morais, as Vice-Chair and confirmed its Alternate, Ms Helen Louri-Dendrinou, as a permanent member.

On 7 October 2018, Ms Vletter-Van-Dort resigned with immediate effect as an alternate member.

On 28 November 2018, following a public call for expression of interests published in the Official Journal of the European Union, Mr Pichler and Mr Ramos Muñoz were appointed by the Board in its Executive Session as alternates of the Appeal Panel for a term of five years each.  

On 16 September 2020, in its Executive Session, the SRB voted unanimously to extend the mandate of the five members of the SRB Appeal Panel. As a result, the Panel remains in its current composition. The term of their (re)-appointment is, according to Art.85 (2)SRMR, for a period of five years, i.e. until 31 December 2025.

On 9 November 2020, in a meeting held via videoconference, the members of the Appeal Panel voted unanimously to (re)-elect for the newly extended mandates as Chair of the Appeal Panel, Mr Christopher Pleister and as Vice-Chair of the Appeal Panel, Mr Luis Silva Morais. 

On 10 May 2023, at a meeting held via videoconference, the members of the Appeal Panel voted unanimously to (re)-elect as Chair of the Appeal Panel, Mr Christopher Pleister and as Vice-Chair of the Appeal Panel, Mr Luis Silva Morais.

Following her original notification of 26 May 2023, Ms Helen Louri-Dendrinou informed the Chair of the Appeal Panel and the Secretariat that as she was appointed Minister of Development and Investment in the caretaker government of the Hellenic Republic, and therefore she will suspend her activity as member of the SRB Appeal Panel for the period starting from 26 May 2023 until the end of her appointment, expected to expire at the end of June 2023. Until she can resume her duties as member of the Appeal Panel, her role in the Appeal Panel will be fulfilled by Mr David Ramos-Muñoz. 

On 19 June 2023, in its Executive Session, the SRB approved to extend the mandate of the two alternates of the SRB Appeal Panel, Mr David Ramos-Muñoz and Mr Herbert Pichler. The term of their (re)-appointment is, according to Art. 85 (2) SRMR, for a period of five years, starting as of  28 November 2023.

On 27 June 2023, Ms Helen Louri-Dendrinou informed the Chair of the Appeal Panel and the Secretariat that her appointment was terminated on the same day as the elected government of the Hellenic Republic was sworn in. Following the assessment of the Chair of the Appeal Panel on 29 June 2023, he concluded that following the end of her ministerial assignment, no conflict of interest situation exists for Ms Dendrinou and she can resume her activity as member of the Appeal Panel. In turn, Mr David Ramos-Muñoz  will resume his activity as alternate of the Appeal Panel.
